Get the newest version of the Package deployer from here: https://www.nuget.org/packages/Microsoft.CrmSdk.XrmTooling.PackageDeployment.Wpf/
After downloading the package, unblock the file (see screenshot below)
Rename from .nupkg extension to .zip (see screenshot below)
Extract the zip file and install the Package deployer.
